Update on a few cycle potholes that were first talked about at the start of the Repair our Cycle Paths campaign.

Section is just by the Hospital cycle path, doesn’t look too bad right, Wrong, underneath all the Autumn leaves if the large pothole that need to be repaired still from 28/06/2020, if you are running, walking, cycling on our Harlow Cycle Paths do look out for the dangers of the leaves filling the potholes, accidents waiting to happen. 






We have some news on repairs.... 
Yes, you did read that right, repairs!

Nice new tarmac, looks great doesn’t it in these pictures, trouble is you can not make out out the real problems in this fix, Kerb for one, parts sunken, a couple of replaced sections not level with each other.

This evening we sent the following letter to all Harlow District Councillors.  We are hoping that this will encourage them to walk the routes and to report any defects to the Harlow County Councillors:

Harlow Cycle Paths Urgent Repairs and Infrastructure - “I want to go from A to B, not to A&E”

The Government have made it clear that they want people to get on their bikes and they have made money available to County Councils to provide safer cycling routes. We want to make sure that Harlow receives its fair share of the money given to Essex County Council and we are asking that you assist us with this process.

It is essential for the safety of your constituents that surface defects in the paths are recorded correctly so that Essex County Council have no excuse not to conduct repairs as a matter of urgency.  It is only by making these cycle paths safe that car usage and thus pollution will lessen and Harlow can meet its development promise of a substantial shift towards sustainable transport.

We have advised cyclists and other users of the cycle tracks to contact their appropriate Essex County Councillor and to report any defects to them.  We are aware that there is an existing process in place on the Essex Highways website, however simply using this tool does not appear to bring about results. By emailing the County Councillor as well as the Essex County Council website we hope to encourage the County Councillors take responsibility for ensuring that action is taken, giving comfort to the residents of Harlow that their concerns are being taken seriously.

It would be a great help if you and the other Councillors from your ward arrange to meet on the stretch of paths that are within the boundary of your ward and if possible walk/cycle them together.  This will give you an opportunity to see the problems that are encountered daily by people wanting to use these paths as an alternative means of travelling around Harlow. If you are able to help us in this way it would be useful if you could inform us so that we can monitor progress from each ward. We are happy to meet with you at the location to discuss the many problems that have been reported to us and, indeed, would welcome the opportunity to meet with you virtually or in person at a safe social distance to answer any questions you may have.

Thank you in advance for your assistance with this programme.  We are looking forward to Harlow having its Cycle Path heritage heralded once again.

Are we asking Too Much from Essex Country Council.

For some time now there has been a fight (not literally) for the repairs to parts (but not all) of the Harlow Cyclepath network, it has fallen in to a really bad state and repairs are needed now before someone gets hurt, on the 9th June 2019 I published a video on the YouTube site titled “Could this be the worst Cycle Path in the UK” the section of cycle path was reported as it had been done on many times before by other people, I had the response by email back from Essex County Council stating it is on a watch list and being monitored and no need for repairs at this time, and no further reporting will be necessary, well a year on and there is still no sign of it being fixed, and by what I have learnt today is Essex Country Council have no plans to spend money on our Cyclepath network repairs, as the money from the Government funding on cycle funding, 5 Billion plus has been set side plus for schemes, from pop up cycle lanes with protection for cycles, wider pavements, safer junctions and even cycle and bus only corridors, sound like a great plan! It may well be, but for Harlow I (along with others) realise this is not needed in Harlow, what is needed is the repairs of our Harlow Cyclepaths!

I use a App called What3Words to pin point any pothole, so if you see a photo with 3 words on, or around it, that is the 3 words needed to pin point the pothole photo on the map. It’s quick, easy and shows the exact spot, np guessing, ideal for Emergency services and report fly tipping. Various emergency services use it.
Ideal if your child is stranded for example, they give you the 3 words, and it will show up on the 3 words App.

Safer, Greener, Healthier

Introduction

Transport, infrastructure and connectivity are critical to recovery from the coronavirus pandemic.
We are working with other councils in Essex to implement on-street measures designed to make city/town centre public spaces safer for people during the Covid-19 crisis.
Called ‘Safer, Greener, Healthier’, the schemes aim to provide bigger, safer spaces in key locations for city centre shoppers, residents, workers and visitors to social distance in. where possible as well as statutory highways signs, Routes will also be branded with ‘Safer, Greener, Healthier’ signs where possible.
These safety improvements are funded by national government from the Emergency Active Travel Fund as part of the national response to the Covid-19 situation, designed to allow people more space to social distance as people move around the city centre.
The first tranche of funding from the Emergency Active Travel Fund has been applied for by Essex County Council. It is understood by the authority that further funding will also be available from the Department for Transport in future tranches. Read more about the funding from the Emergency Active Travel Fund.
Essex County Council has now (1 July 2020) published its new COVID-19 Recovery Transport Plan, which describes the council’s ambition to drive continued, positive changes to transportation and travel in Essex. A shorter Executive Summary is available to read or download in the documents section below, as well as the full Plan. There is also a Press Release.
Initially schemes will consist of interim measures using existing traffic management equipment to allow for quick adjustments if needed, as people experience and adjust to the changes. If they are successful, some of the changes could see a move to replace traffic management equipment with more permanent installations in due course, as part of a broader move to more sustainable forms of transport.
As we introduce the measures we will communicate with residents and businesses on the routes affected. You can also follow the Essex Highways twitter account to see updates.
To find out more about what is being introduced in different parts of the county, please have a look at the local sections accessible from this page. Chelmsford and Colchester will be the first urban areas to see Safer, Greener, Healthier measures introduced, starting from 8 June.

IN HARLOW WE ARE NOT REAPING ANY REWARDS ON CYCLING OR PEDESTRIANS.
Working with local councils and other organisations, Essex County Council has been introducing improvements and expansion to the current cycling and walking urban environment, changing parts of the road network and extending safe, accessible areas in towns.
IMTALK TO THE HARLOW COUNCILLORS AND THEY DONT HAVE A CLUE WHAT ESSEX COUNTRY COUNCIL PLANS ARE. 
To support this, ECC have now developed a Covid-19 transport recovery plan that will:
  • Enable people to move safely around the county again, while adhering to social distancing guidelines
  • Support business in Essex to re-start trading and assist ongoing economic recovery
  • Encourage a sustainable safer, greener, healthier approach to travel in the county
  • UNLESSMITS ON A CYCLE PATH IN HARLOW.
As residents emerge from lockdown with more and more businesses open and increasing numbers of people returning to work, Essex Highways wants to ensure the health and safety of all residents, prevent further infection, encourage healthier travel choices and help tackle the climate emergency and air quality challenges we all face.
Over the next few months the plan will:
  • Enhance safe routes for pedestrians and people who cycle
  • UNLESS YOU ARE IN HARLOW.
  • Reduce speed limits to 20 mph in agreed locations
  • Improve existing pedestrian and cycle routes
  • UNLESS YOU ARE IN HARLOW
  • Encourage local residents to consider more active and healthier travel choices in preference to personal motor transport, where possible
  • UNLESS YOUR IN HARLOW.
A second phase of funding will focus on longer-term transport upgrades and will address increasing active travel. Opportunities under consideration include:
  • Sustainable transport to/from schools, using ‘school streets’ measures
  • UNLESS YOUR IN HARLOW
  • New Park and Ride sites
  • UNLESS YOUR IN HARLOW
  • Trialling e-scooters when legal and provision of more electric car charging points
  • UNLESS YOUR IN HARLOW
  • Publicising ECC’s cycling and walking strategy

  • Establishment of Rapid Transit routes in Essex, initially associated with Garden Communities.
These longer-term schemes will make cycling, walking and public transport more accessible and safer by increasing road space for non-motor transport.
The initiatives support ECC’s long-term aim to bring about a permanent shift to more active and sustainable travel.
Cllr Kevin Bentley, Essex County Council Cabinet Member for Infrastructure, highlighted the opportunities to transform Essex .
